Could this work [unemployment]?

I heard there is a debate about whether or not people should get welfare checks and other kinds of financial help from the government. Well, I am not an expert on this, but I'm just sort of brainstorming; if we took the money we use on welfare etc. then we could put it into the education system, which would produce more intelligent individuals and would lower the unemployment rate significantly, and they would be able to take the high-requirement jobs while the rest that don't make it would be able to find more jobs with lower wages. Do you agree? Anything that would/could go wrong with this idea? Just wondering. I realized that America's educational system isn't so great, and part of it is because we don't put very much money into it, and we use a lot of money on unemployment benifits.
